SHRI CHANDRA SHEKHAR (BALLIA, U.P) : Mr. Speaker, Sir, there is a
long story of nationalisation of these banks. All India Congress Committee
had passed a resolution in 1968 for which a campaign was launched in
the Congress. 100 members of this House had given a memorandum to
the then Speaker of this House Shri Kamraj ji and a copy of it was sent to
Smt. Indira Gandhi also. Prior to that, I had asked some Professors of
various universities to study this subject and had brought out a booklet
in which it was said that nationalisation of banks was necessary for the
development of the country, for the poor people and for backward areas.
After such efforts the banks were nationalised. Today, suddenly the
Government is trying to denationalise the banks. Moreover, the issue
has not been discussed with anyone. They are following the practice of
not to discuss the matter, they do not hesitate in selling out the country’s
assets. ...(Interruptions) The Cabinet takes decisions in hurry without
informing anyone. My friend Shri Pramod Mahajan makes announcement
on T.V. and radio that Cabinet has decided to sell so and so industry
...(Interruptions) I would request hon’ble Finance Minister Shri Yashwant
Sinha to not to denationalise the banks. It is not only the question of
selling assetts of the country but it is the question of prestige of the
country also. It is a conspiracy to hinder the development process in
backward areas and the improvement in the economic condition of the
poor people. I request him not to deviate from the process of
development. ...(Interruptions)
SHRI CHANDRA SHEKHAR : Mr. Speaker, Sir, I have seen the report of
Shri Arun Shourie. At that time, a decision was taken that 20 per cent
disinvestment will be there and that will be to the public financial
institutions and not to the private sector and foreign companies. Do not
