SHRI CHANDRA SHEKHAR (Ballia) (U.P.) : Mr. Deputy Speaker, Sir, I rise to say just a few words to oppose this Bill which has been presented.I agree with the feelings of my friend who has just expressed his views. It is looking clearly that in which direction the country is being pushed. But it is a matter of sorrow that the ruling party and the main opposition party are in agreement over this issue. I am surprised to see that a committee was constituted in which I also used to go to attend. My fr
SHRI CHANDRA SHEKHAR (Ballia) (U.P.) : Mr, Speaker, Sir, I want to raise a serious matter in the House, which is an unprecedented in the history of Parliamentary Democracy. Mr. Speaker, Sir, the Law Commission has submitted a report to the Government on February 26 that the Patent Bill which had been passed by the Rajya Sabha, did not include some vital points. It is against the National interest. They said that it could have been included in the TRIP law, but it has not been done so. It
THE PRIME MINISTER (SHRI CHANDRA SHEKHAR) : Mr. Speaker, Sir, the concern expressed over Punjab problem is but natural. I do agree that there is no improvement in the situation in Punjab. It is also true that apprehensions and terror is there among the people of Punjab. But the situation has not deteriorated to that extent that we cannot make efforts to improve it. But it is not true as some Members have said that it appears that Khalistan has been made there and no one is secured in Punj
SHRI CHANDRA SHEKHAR (Ballia) : Mr. Speaker, Sir, I want to make a submission. It is another matter as to whether you admit the Censure motion or not. As stated by Shri George Fernandes, an unauthorised document was passed on by the Minister of External Affairs of India to his counterpart of another country and he does not know the identity of the person who gave him the letter. This is not as serious as the public statement made by the Prime Minister that he had no knowledge of the paper
SHRI CHANDRA SHEKHAR : Mr. Speaker, Sir, Hon. Minister have just now talked about the agriculture of the other countries of the world. May I know from him whether he is aware that all the developed countries of the world have provided all kinds of facilities for preservation of foodgrains and they provide large amount of subsidy to preserve their edibles because it is believed that the countries which are dependent on other countries for their edibles lose their Independence soon. If we t
SHRI CHANDRA SHEKHAR : Mr. Deputy Speaker, Sir, generally, when the Minister of Parliamentary Affairs speaks, he should be heard with rapt attention because he is responsible to run the House, not only for the Government but also for the Opposition. If there was any point that my friend Prof. Kurien wanted to make, he should have made it earlier. Or, he could make it after the Minister of Parliamentary Affairs finishes his submission. I do not know why on all and every matter we quarrel in
SHRI CHANDRA SHEKHAR (Ballia) : Mr. Speaker, Sir, with anguish and deep concern I am going to read a letter that was published on 30th May, 1974, just after the explosion of nuclear device in India. The letter was published in The New York Times and the letter was written by one of today’s officials of the Government of India. It is a matter of grave concern because it does not only put a question mark about the national policies but also ask the Super Powers to intervene in the affairs
SHRI CHANDRA SHEKHAR : Sir, my friend Shri Indrajit Gupta has raised a most fundamental question. I do not expect this answer from the hon. Minister of Industry. Because he has said that the philosophy behind the public undertakings was that in certain vital matters a country of India’s size and prestige cannot depend upon foreign source and that is why public undertakings were established in certain strategic areas. It is altogether a different matter that whether they are running in lo
SHRI CHANDRA SHEKHAR (Ballia) : This is not fair. If corruption was there in that Government, that should also be exposed. Why don’t you do it ? The Hon. Minister should not indulge in this gimmickry in the matter of corruption. He should be serious. If there was corruption in that Government and if any Minister was corrupt, he should be courageous enough to bring out those facts. I think the Minister when he is making a statement on matters of corruption, should be more serious and sho
SHRI CHANDRA SHEKHAR : Mr. Deputy-Speaker, Sir, this matter does not pertain to Gujarat only. Such an impression should not be created that only Members from Gujarat are concerned over it. Kutch is a backward and neglected area which will be benefited most by this project. It is a border area and people of this area should not get an impression that hurdles are being created in their developmental work then it may have serious repercussions. I visited the Narmada Sagar dam twice last year.
