Centre must intervene in Assam

SHRI CHANDRA SHEKHAR (Ballia, U.P.): Mr. Speaker, Sir, this question has been raised in the House many a time. Everyday newspapers report killings in Assam. It appears that Assam Government is totally incapable of tackling the situation. It is a matter of regret that even after raising of the issue many times in the House, no initiative has been taken by the Central Government to improve the situation in the State. I admit that the issue is the responsibility of the State Government but it is also the responsibility of the Central Government to advise the State Government, warn it if required and if situation so requires to take drastic steps in the matter. Because giving security to the people is the primary duty of State Government. Assam Government is incapable of discharging its duty and if the Central Government also turns blind eye, then, Mr. Speaker, Sir, I would request you to instruct the Central Government to inform the House about action taken in this regard. It would send a message to the people that the House is concerned about their safety.
