SHRI CHANDRA SHEKHAR (Ballia, U.P.) : Mr. Speaker, Sir, I do not want
to indulge in this controversy, the language which is being used here. I
will request you, (Expunged as ordered by the Chair). Is all these keep
on going in the House, how can we run on the debate? The newspaper
reporters write Jag Mohan is such a person, so on and so forth. But I want
to say that we have nothing to do with Jag Mohan. Shri Jag Mohan is
discharging his duties. Khurana Sahib will feel happy at the thing that
Shri Jag Mohan is calling a meeting. Our colleague Shri Kamal Nath
delivers a speech at an international forum and then delivers his second
speech in the Parliament, Please sit down. First listen to me.
Since we are to oblize people coming from villages. How many
people would settle down in Delhi migrating from villages? Ten thousand
people are coming to Delhi daily. If all the people of the country come
here at this rate, then what would happen? Jag Mohanji has said why
the capital Region has been created? This was not created by Jag Mohanji
rather it was created by Late Smt. Indira Gandhiji. I was also there then.
And its objections were also expressed at that time. Today Khurana Saab
says that it was in their agenda and manifesto. This Parliament is not
guided by your manifesto. We are not guided by it nor your NDA as well.
(Interruptions) Anyway the persons who are sitting that side in the
Government also do not give significance to your manifesto. So, please
don’t make a mention of that manifesto time and again. We want to
throw that manifesto in a dustbin....(Interruptions)
SHRI CHANDRA SHEKHAR : Yes, Sir. ... (Interruptions)
SHRI CHANDRA SHEKHAR : I am saying that Shri Jag Mohan is also
from his party ... (Interruptions)
SHRI CHANDRA SHEKHAR : Jag Mohanji is a member of his party and
a Cabinet Minister. He said what were the rules or procedure for changing
the master plan. Without following the laid down procedure if you say
that Jag Mohanji could change the master plan, it is not so. Jag Mohan is
not a dictator nor Shri Atal Bihari Vajpayee an autocrate. Rules are there for the purpose and nothing could happen without following these rules.
Besides, even a single member can oppose to it in the House. I would
like to request that making such an irresponsible demand in the House
and to create disbelief in the minds of people of Delhi and to incite
them is neither in the interest of the country nor in the interest of the
public of Delhi.
SHRI CHANDRA SHEKHAR (Ballia, U.P.) : Mr. Speaker, Sir, I regret to
say that the issue is being considered very lightly. Master Plan was
formulated after much deliberations. When the development of Delhi
was discussed in the year 1967-68, the National Capital Region was also
discussed and it was said that the construction of new houses and
factories will not be allowed in Delhi, . . but since then it has been
isolated continuously. The result is that entire Delhi is becoming a huge
slum. The people and Delhi and Shri Madan Lal Khuranaji also know that
everyday 10000 people come to Delhi and settle down in the slum areas.
I do not agree with most of the things said by the Supreme Court, but if
it says that the environment should be given due consideration and Shri
Jag Mohanji makes efforts in that direction, then this should be done
with as little injustice as possible. We ought not to indulge in mud-slinging.
The proper course is to find a new place for them and only then they
should be shifted from there. The criticism of Supreme Court or Shri
Jagmohan ji can only be due to petty political consideration. It cannot be
in the long term interests of the country and the capital. Sir, I know
when it was decided in 1967-68 fortunately or unfortunately I was present
there. It was not driven by political considerations but it was decided
keeping in view to safeguard the future of Delhi ....(Interruptions)
